Opening

President Kenichiro Sasae delivered welcoming remarks in which he related his took up the Ukraine situation, the DPRK, as well as outlooks and recommendations on world affairs based on the "Strategic Annual Report 2021".

Prime Minister Fumio Kishida made an appearance via video message and Foreign Minister Yoshimasa Hayashi gave a keynote speech, also via video, entitled "The Prospects for Japanese Diplomacy in an International Community Marked by Deepening Division and Conflict: ‘Elliptical Diplomacy’”. Since these videos had been recorded in mid-February, President Sasae at the request of the Ministry of Foreign Affairs read out an explanation of the Japanese government’s latest position on the situation in Ukraine, Japan-Russia relations, and the temporary detention of a Japanese diplomat in China, in light of the subsequent changes in circumstances.
