Part I Session 2: Beyond the Geo-technology Competition?

Breakout Session 2, 'Beyond the Geo-technology Competition?’, focused on the current situation and prospects of the US-China struggles over techno-hegemony. There was a consensus that the US-China contest over technology has aspects of both competition and cooperation. While much attention has been focused on the Trump administration's approach aimed at short-term political gain, the perspective that the Biden administration would take a more multilayered approach was also voiced.

In addition, it was argued that the competition and cooperation aspects could coexist, but that this would require corporate transparency. There was a common understanding that supply chain risk is a challenge but specific companies should not be excluded because of it. Furthermore, democracy and human rights were also discussed as important issues from the perspective of data security.

It was argued that the issues surrounding China may not evolve that rapidly. Since there are aspects other than the technology competition between the US and China, the prospect was proposed that the current geo-technology competition might not reach a state of decoupling or Cold War 2.0, and that the conflict might gradually ease.
