Roundtable Featuring “Strategic Annual Report 2022”

Following an introduction of “Strategic Annual Report 2022”, current international situation and the international order were discussed from a broad perspective. Appreciation and expectations were expressed towards Japan which had changed its security policy.

There was a widespread convergence of views among speakers that the world is becoming more divided and increasingly confrontational, and that the “post-Cold War” era is coming to an end. On the other hand, a variety of perspectives were expressed on when and how the “post-Cold War” era ended and how to characterize the current situation. Opinions were generally negative on calling the present situation a “new Cold War” or stating that the world is splitting into blocs because current relations between the West on the one hand and China and Russia on the other differ from those between the US and Soviet Union during the Cold War, and because many countries in the Global South do not belong to any bloc.

Regarding Russia’s invasion of Ukraine, its huge impact on European security and its ramifications for US-China relations were stressed. It was also pointed out, however, that the war in Ukraine was seen by the Global South as a conflict within Europe, making it no easy task to secure the support of these countries for the West’s position. In connection with US-China and Japan-China relations, the possibility of a crisis over Taiwan and the importance of efforts to deter such a crisis were mentioned. The significance of dialogue with China to prevent such a crisis was stressed, while the need for China to create an environment conducive to dialogue was also underscored.

Japan’s decision to adopt a more proactive defence policy and its efforts to enhance its defence capabilities were welcomed. Appreciation was expressed for Japan’s active role in maintaining the US commitment to the Indo-Pacific region and promoting better understanding of the position taken by ASEAN members and other countries in the region.
