Opening

The Tokyo Global Dialogue (TGD) was established by the Japan Institute of International Affairs (JIIA) in 2019 with the aim of making Tokyo a hub for intellectual exchange and global policy outreach. The theme of the Seventh Tokyo Global Dialogue is "World Order in an Age of Uncertainty: Division, Competition, and Cooperation."

With no clear end in sight to the conflicts in Ukraine and the Middle East, and with major-power rivalry exerting an increasing influence on regional security, the U.S.-led international architecture that has underpinned the international order and the provision of global commons is showing signs of erosion. While the world may be entering a historic turning point in the international order, no alternative framework or ecosystem has yet emerged to replace it. At the same time, no one can be certain how emerging technologies, including artificial intelligence, and the growing prevalence of hybrid threats will reshape the international order and the security environment. As we are living in an age of uncertainty, it is essential not to overreact to day-to-day developments, but rather to identify the underlying structural changes at work and help steer the international community toward a more desirable future.

The theme, "Division, Competition, and Cooperation," reflects both the need to acknowledge the reality of increasing fragmentation and the aspiration to ensure that competition becomes a source of renewed dynamism rather than a vicious cycle of confrontation. It also expresses the determination to strengthen cooperation among countries and stakeholders that share a common vision and commitment to shaping a stable and constructive international order.
