The Era of the Global Dis-Order: Democracy Disrupted?

30th Forum 2000 Conference
Prague | October 11–13, 2026
Chief Executive Director Tomoyuki Yoshida attended the 30th Forum 2000, held in Prague, Czechia, from October 11 to 13, 2026. He participated in the session “The Era of the Global Dis-Order: Democracy Disrupted?”, organized in cooperation with the European Democracy Hub.
During the session, Yoshida joined experts from Mauritius, Georgia, and the United States in discussing the entanglement between the increasingly disrupted international order and democratic backsliding, the impact of recent developments in the United States on the rest of the world, and the ways in which different countries and regions are responding to their respective challenges.
Yoshida noted that while recent US policy shifts and military actions have strained relations with allies and partners, attempts by adversaries to exploit this situation to bolster their own international standing or alter the status quo must be viewed as more serious consequences. He further emphasized that global democratic backsliding and broader changes in the United States predate the first Trump administration and that addressing these trends will require focusing on their underlying root causes and engaging in dialogue with the whole of American society across its multiple layers.
Finally, he outlined Japan’s updated vision for a “Free and Open Indo-Pacific” (FOIP), which seeks to strengthen the rules-based international order and deepen cooperation with like-minded partners.
