Theme: “Steering the Global Order in Turbulent Times: Division, Competition, Cooperation”
As JIIA’s "Strategic Outlook 2026"states the world in 2026 remains in a period of heightened uncertainty. Conflicts in Ukraine and the Middle East show no clear path toward resolution, while tensions among major powers continue to shape regional dynamics. Developments in the United States add further unpredictability to the global strategic landscape, and hybrid challenges have become more prominent.
Against this backdrop, countries are reassessing their national resilience and the frameworks through which they cooperate with partners. For Japan, the year also marks the 10th anniversary of the Free and Open Indo-Pacific vision and ongoing revisions to its key national security documents, making this Dialogue a timely opportunity to reflect on strategic direction and regional and international cooperation.
