CDAST Roundtable on U.S.-China Nuclear and Strategic Issues

On January 19, 2026, the Center for Disarmament, Science and Technology (CDAST) held a roundtable with David Santoro, President and CEO of the Pacific Forum.
The discussion centered on the U.S.-China Track 2 Dialogue conducted by the Pacific Forum, with particular attention on differing U.S. and Chinese perceptions of priority issues regarding arms control, risk reduction, and transparency regarding their nuclear arsenals.
It highlighted the importance, in the case of the United States, of addressing issues related to the consistency of China’s declaratory policy, particularly in the light of the development and demonstration of new capabilities, while also underscoring the Chinese demand that structural bilateral issues be addressed as a prerequisite for discussing arms control.
Against this backdrop, the roundtable facilitated an insightful exchange on the broader nuclear and strategic dynamics shaping the Indo-Pacific region and beyond.
